- Dissolve the yeast and 1 tablespoon of sugar in warm water. Heat the milk with the sugar, salt, and butter until lukewarm.
- Add the egg to the yeast mixture. Combine the yeast mixture, milk mixture, and all of the flour. Stir to combine well. Cover the dough and let it rest for 15 minutes. Using a stand mixer with a dough hook, knead the dough for 5 minutes.
- Preheat the oven to 350°F (176°C). On a floured surface, roll out the dough and divide it into 24 balls. Roll each ball into a rope and tie it into a knot. Cover and let it rise for 25 minutes.
- Prepare the garlic-herb butter by combining all the topping ingredients, except the Parmesan cheese. Brush the butter mixture generously over the surface and top with Parmesan cheese.
- Bake for 10–15 minutes, or until the center of the dinner rolls is cooked through and the tops are golden brown. Brush with the remaining butter mixture and serve warm.
